Waller County now has a Waller County
Toll Road Authority and 4 Directors who have taken the oath
to serve. The fifth director asked that his oath be deferred to
await a decision (on another matter) of the Court. Two pages
from the authority bylaws are in the attachment. They
include the "purposes" of the authority and the actions advocated by
the authority directors which must be ratified by the Judge &
Commissioners. The Prairie Parkway, identified in a recently
revised Waller County Thoroughfare Plan, has been designated by the
Commissioner's Court for study as a likely toll road project.
Several businesses & developers and some landowners in the southern
part of the county have been described as being interested.
Notice of the local toll road authority's first meeting appeared
on a bulletin board in the County Courthouse, presumably 72
hours prior to the meeting as required by law. Five citizens
attended the meeting on short notice. Citizens who wish to
receive notices of the meetings (with an agenda) by email
should request it from Jessica Jones < jjones@abhllp.com>,
legal assistant, for Allen Boone Humphreys Robinson, LLP serving
as counsel to the Waller County Commissioner's Court in drawing
up the Bylaws establishing the authority.
The first meeting
produced:
- the oath for 4 of the 5
directors who had been named
(Bill Fendley, Clay Cole, Trey
Duhon, Charles Muse);
- acceptance of an official
seal to represent the Waller
County Toll Road Authority;
- establishment of a regular
monthly meeting time & place
(4th Wednesdays at the Annex at
8:30 am), and
- a process for giving notice
of the Board of Directors
meetings (postings at the
Courthouse & Annex, and email
notices as requested).
Many other items on a 15 item
agenda were discussed and some
were tabled for consideration at
the next meeting set
for Wednesday, September 26 at
8:30 am in the Waller County
Annex on Bus. 290
(across from DiIorio's Market).
With a set meeting schedule
& better notification I hope
that more citizens will
attend these meetings
