Waller Independent School District School
Board Election 2008
Waller ISD School Board elections are held on the first
Saturday in May. This year that is
Saturday, May 10, 2008 with 2 members to be
elected. There are 2 incumbents and 2 challengers.
The seven School Board members are elected by popular vote.
In Waller ISD the members serve three-year staggered terms so that
the entire board is not up for election at the same time.
Vice-President - Position 1
Dr. David Kirkpatrick
is a 35 year resident of Waller County; a member of the Waller ISD
Board of Trustees since 1996; received a B.S. degree from Prairie
View A&M University; and is currently the Head of the Prairie View
A&M University Department of Engineering Technology where he also
serves as an instructor.
Jemiah Richards is a 21
year old accounting major student at Prairie View University from
Kountze, Tx. He is running against David Kirkpatrick for WISD School
Board Trustee.
Member - Position 2
Shaun Nelson is a
native of Cypress, Texas; a graduate of Cy-Fair High School; a
member of the Waller ISD Board of Trustees since May 2002; received
a B.S. degree in Agriculture Business from Sam Houston State
University; and is employed as Sales Manager for Schwing, America,
Inc.
Charli Cooksey is a 21
year old political science major student at Prairie View University from
St. Louis. She is running against Shaun Nelson for WISD School Board
Trustee.

personal appearance will be conducted on certain weekdays at the
following locations:

8am to 4pm beginning April 28 through May 4.
Longer hours are offered Monday &
Tuesday, May 5 & 6 from 7am to 7pm.

Board Policy
The seven School Board members are elected by popular
vote. In Waller ISD the members serve three-year staggered terms so
that the entire board is not up for election at the same time.
Key responsibilities:
(1) to ensure the creation of a vision and goals for
the district and evaluate district success,
(2) to adopt policies that guide district actions,
(3) to hire a superintendent to serve as
administrator of the district and evaluate his/her success,
(4) to approve an annual budget consistent with the
district vision, and
(5) to communicate the district’s vision and success
to the community.
In addition to these responsibilities, each year Waller ISD Trustees
set specific
Board Goals
for the district.
Eligibility:
Anyone who is
(1) a qualified and registered voter,
(2) a resident of the district for six
months before the filing deadline,
(3) a resident of the state for 12
months before the deadline.
NONRESIDENCE
A person elected to serve as a Board member must
remain a resident of the District throughout the term of office. A
Board member who ceases to reside in the District vacates his or her
office. Tex. Const., Art. XVI,
Sec. 14; Prince v. Inman, 280 S.W.2d 779 (1955); Whitmarsh v.
Buckley, 324 S.W.2d 298 (1959)
‘RESIDENCE’ DEFINED
“Residence” shall mean
domicile, one’s home and fixed place of habitation to which one
intends to return after any temporary absence; one does not lose
one’s residence status by leaving to go to another place for
temporary purposes only.
